Second-Quarter 2022 Data Posted; Reports Updated

The AIS Data Team has posted new data to the subscriber dashboard Online Search Tool and In-App Download Enrollment Data Spreadsheets. This data primarily reflects second-quarter 2022 status but includes some third-quarter 2022 data for Medicare Advantage (MA), dual-eligibles and Medicaid membership.

Most related in-app downloads and special reports now reflect the most recent data available. Keep an eye out in the coming weeks for a detailed analysis of changes from the first quarter of 2022.

Note: Due to timing issues involving the auditing of quarterly data, the data in the monthly Public-Sector Plan Enrollment report will be more current in many cases than the membership figures in the quarterly reports. For the most updated and granular public-sector membership figures, always consult the monthly public-sector report.

For this update, we updated the MCO name for MCO #1264 from Anthem, Inc., to Elevance Health (fka Anthem, Inc.), after the company rebranded this summer.

We added four new MCOs operating in the Medicare Advantage (MA) and dual-eligibles markets:
Align Senior Care (#1980), an MA plan with members in Florida, Michigan and Virginia;
Sonder Health Plans, Inc. (#2013), an MA plan based in Georgia;
American Health Advantage of Utah (#2015), an MA plan operating in Utah;
Sunrise PACE (#2033), a PACE plan in Michigan; and
Pacific Northwest PACE Partners (#2034), a PACE plan based in Washington.

We discontinued one MCO, Golden State Medicare Health Plan (#1464), which lost its Medicare contract due to financial insolvency.
We have not made any changes to the parent-MCO structure of Centene Corporation (#1543) and WellCare Health Plans (#206) for this update as the entities continue to operate separate brands.

Notable Enrollment Changes

Medicaid continued its gains, adding more than 1.2M members since the first quarter, while state Medicaid gained over 280K members.

Notable gains in the Medicaid space since the last update include the following:

California Medicaid plans once again saw some of the largest increases, with Inland Empire leading the way the second quarter in a row, with 61K new members, and L.A. Care close behind with 59K. Two other MCOs in the state saw gains of greater than 35K.
Florida Medicaid HMOs did well, too, with Humana and Elevance Health gaining 39K and 35K members, respectively.
Elevance Health, Centene Corporation and UnitedHealthcare were Medicaid’s biggest winners overall, with each MCO adding more than 100K new members.

The public health insurance exchange market dipped somewhat, decreasing by just under 295K from last quarter. This decrease was expected as public-exchange figures can often drop off from the first quarter, and as Medicaid membership continues to increase. Notable shifts in the public exchange space include:

Bright Health (#1894) lost the most membership, dropping nearly 90K lives, the most significant changes in Texas and Florida.
Friday Health Plans (#1879) likely scooped up some of Bright’s Texas membership, adding 30K in that state alone.
Aetna’s (#1359) new exchange membership continues to grow, in part due to clearer reporting in the states in which it participates on exchanges; it reported more than 30K additional members in the exchange markets.

Commercial risk group enrollment decreased slightly, losing nearly 151K members from the first quarter, while ASO/self-funded also lost members – nearly 182K. Notable changes include:

Aetna lost more than 165K commercial risk group members, followed by Humana (#1109) ** and **Kaiser Foundation Health Plan, Inc. (#134) as insurers seeing the biggest decreases since the first quarter.
UnitedHealthcare reported a group risk increase of 126K members.
Aetna and Elevance Health took the biggest ASO hits, losing 89K and 75K members in that segment, respectively. All major insurers with ASO reported decreases, except for Cigna Corporation, which gained a small number (10K).

Medicare Advantage (MA) plans gained just under 185K members, despite the fact that this segment doesn’t see major quarterly shifts. UnitedHealthcare, Aetna and WellCare Health Plans, Inc. (#206) gained the most MA members this quarter.
