Second-Quarter 2025 Data Posted; Reports Updated

The AIS Data Team has posted new data to the subscriber dashboard Online Search Tool and In-App Download Enrollment Data Spreadsheets. This data update primarily reflects second-quarter 2025 status but includes third-quarter 2025 data for Medicare Advantage (MA), dual-eligibles and some Medicaid membership.

Most related in-app downloads and special reports now reflect the most recent data available. Keep an eye out in the next coming weeks for a detailed analysis of changes from the first quarter of 2025.

For this update, we added the following PACE plans:

PACE of West Baltimore (#2084), based in Baltimore;
OSF Healthcare PACE (#2085), based in Illinois;
Broward PACE (#2086), based in Florida;
Colorado PACE (#2087), based in Colorado.

No MCOs were discontinued or renamed in this update.

Notable Enrollment Changes

After a record-breaking public exchange open enrollment season fueled increases in the first-quarter update, decreases in the individual market drove 1.1M decline in insured lives in the second quarter of 2025. The individual market lost more than 560K members, alongside reductions in group risk (nearly 429K). Public insurers largely attributed the individual market attrition to members dropping off the public exchange or failing to pay the monthly premium.

Decreases in the Medicaid space was larger than last quarter’s: Medicaid HMO membership fell by 615K, while Medicaid FFS decreased by just under 285K lives since the first-quarter update.

The public health insurance exchange market saw significant reductions, losing nearly 423K members since first-quarter 2025.

The following insurers saw the highest shifts in the public exchange space:

Aetna (#1359), which announced that it will leave the public exchange market for 2026, once again took a hit in the exchanges, losing nearly 268K.
Centene Corporation (#1543) continues to dominate public exchanges, adding nearly 229K exchange members in second-quarter 2025.
Florida Blue (#11) lost roughly 120K, about 10% of its exchange membership, as part of an overall downward trend in the Florida individual market.

Notable insurer-level changes in the managed Medicaid space since the last update include the following:

• Service area changes fueled dramatic shifts in the Minnesota Medicaid market, as UCare (#208) exited several counties, losing 99K members. Blue Cross and Blue Shield of Minnesota (#281) and Medica (#185) were the beneficiaries, adding 64K and nearly 44K new members, respectively.
Centene also lost members, nearly 119K, due to reductions in several states.
Kaiser Foundation Health Plan, Inc. (#134) gained nearly 21K Medicaid members in California.

Commercial group risk enrollment again decreased since the first quarter; group risk dropped nearly 429K members, fueled by losses in the large group market (307K). ASO/self-funded plan membership grew at a modest rate, adding 65K members since last quarter.

Notable changes in commercial group include:

UnitedHealthcare (#1263) lost 313K group risk members, alongside a 60K loss in ASO/self-funded membership.
Aetna lost more than 51K group members in the second quarter, while gaining 1K ASO members.
• This quarter’s biggest commercial group risk gainers were Health Care Service Corporation Subsidiaries Blue Cross and Blue Shield of Texas and Blue Cross Blue Shield of Illinois, which added nearly 98K group members in the second quarter.

Medicare Advantage (MA) and duals plans gained more than 282K members; because the plan year begins in January, this segment doesn’t see major quarterly shifts. However, UnitedHealthcare attracted 85K new members from the last update, the largest increase overall.
